Since biological evolution takes 500 to 1,000 generations, it is apparent that the increase in IQ (100-150 years or 4-6 generations) precludes evolution, meaning it is a cultural change, not a biological one.

That's what the evidence shows; culture matters a lot more than genetics do. People who have the luxury of early childhood leisure and education are going to be much better at taking tests than those who don't. Whether or not that is true intelligence or not is what isn't known. These days there a whole lot of people educated far beyond their real capacities for reasoning.
