Why can't we create a can not buy list for welfare?

We want people who are on welfare to use that money to help them eventually get off of it so why can't we create a list of things they can't buy with it such as booze, cigerettes, corvettes, video games, etc, etc, etc. It is just suppose to be there to help people on the bottom and if you are on the bottom then things like booze is a luxory item that they can't afford. They should spend it on things that they need and can use to help them get by until they get a job.

Yyyyeah ummmm... they already can't buy booze, cigarettes, Corvettes, video games etc etc etc. They can't even buy prepared food. And that's as it should be.

They should take junk food off too though.
