Why are the most aggravating circumstances used as a mitigation?

Why is being born in 1943 considered to be some sort of a mitigating factor in hate crime trials, when in fact it is in social science an aggravating circumstance for two reasons..

Being born in 1943, you would be 79 years old, well beyond any rehabilitation efforts.

Being born in 1943, you would have been rewarded for being a racist and perhaps for committing a federal hate crime, as long didn't do it after 1964.

Both the first and second, brings about a more deep, more severe level and depth of hate.

Enough time has gone by since both 1943 and 1964 that you should have you should have changed your views.
