I read several articles an all of them focused on the the father's actions and his subsequent arrest.

No mention of a rape report filed. The school in question HAD a resource officer on site. No mention that he was contacted.

The whole thing smells like ass.

I found another story about a 15 year old VA high school student who raped a girl in a CLASSROOM and was arrested. No idea if the two were the same.

regardless of if there were charges or not, a parent having concerns about their child alledgedly being assaulted at school, and brining those concerns to the school board at the public comment section is not domestic terrorism.
