Only if you were acting in a suspicious or threatening manner or live in an area of high crime. If I were to be told to keep both hands on the steering wheel I would want to cooperate, but I would also wonder about the state of mind of the policeman. Pretty common rule. When that cop walks up to your vehicle and he see's both hands on the steering wheel he knows you're going to be cooperative and it puts him at ease.
