It depends. If Trump balances the tariffs with tax cuts, then American workers profit and America will take in even more revenue between tariffs and more workers paying taxes rather than being on welfare for instance. In addition to companies applying their savings to expansion.

Tariffs work where warranted, it's why the rest of the world uses them and nations like Germany had surplus budgets for years.
