It can't be Gavin Newsome because they're from the same state. I don't see a ticket with two women, or a woman and a gay man. Given the world challenges, who she has as her both the Secretary of State, and her VP needs to be really strong on foreign affairs.
Harris is seen as a moderate Democrat, and that raises the question of whether her VP should be similar, or whether she should select someone from the more progressive wing of the party.

She is convicted felon Trump's worst nightmare. An intelligent, accomplished, articulate, competent WOMAN!
Look for frequent meltdowns from convicted felon Trump now as he struggles publicly with his debilitating and unresolved mommy issues.
Also who better than an ex-prosecutor to tie convicted felon Trump's criminal past around his flabby neck and pull the noose tight.
Not to mention robbing him of the female vote, the swing vote, and the minority vote he's been counting on.

If nominated, Harris is in a perfect position to exploit Trump's many weaknesses. She's a younger, vibrant candidate going up against one of the oldest candidates to ever run for for office.
A geriatric candidate who is mumbling, rambling, losing track of his own sentences and showing every one of his 78 years.
If Trump wins, he'll be the oldest person to ever be elected to the presidency. Kamala in contrast is in her 50s.

Harris did nothing as AG. It is her abject laziness that gave her the reputation of being tough on crime. Under her lack of supervision prosecutors ran rampant. Everyone of them was building a high conviction rate resume. Yes people went to prison for years for weed. That's what prosecutors were doing padding their conviction rates. It was also a boom time for defense attorneys. Because there were no deals every thing went to trial. Those who could afford an attorney to work it out, couldn't afford a trial. She can't respond to tough questioning. She cackles and spouts gibberish.
She can't be taken seriously.
She was coming in 4th in the 2020 California primary, before she dropped out.
In her own state, the people who knew her best preferred Biden, Bernie and Warren.

Biden didn't resign as President of the United States. He resigned his candidacy for President in 2025 - 2028. So therefore the letter was written on his personal stationary, and not his Presidential stationary.
