According to what I've seen written, she is Dorothy Sloop. But this is from a bunch of state legislatures, a good many of which were graduates of Ohio State, whose marching band had made their rendition of the song one of their standards. Having lived in Columbus for 5 years after graduation from BGSU, I imagine liberties were taken in drafting the bill to insure its passage in 1985.
