$550 billion is only the new spending. The total is $1.2 trillion, which was down from the original $2 trillion the Democrats wanted.

If it hadn't been for the objections of the Republicans, the Democrats would have gotten the full $2 trillion.

As for tax cuts, that is not money the government has already collected. It is allowing people and businesses to keep more of the money they themselves earned. Of course, you probably like paying more money in to the government, don't you?
