Simple, Israel takes extraordinary measures to avoid civilian casualties. The Luftwaffe took no measures to avoid civilian casualties and the RAF specifically targeted German civilians.
Germany didn't declare war against Spain but deliberately targeted civilians with themost notorious instance being the terror attacks agaisnt the city of Guernica.

Extraordinary? Really? they've killed 75,000 Palestinians. That doesn't sound like they are avoiding anything.

By way of comparison, the total number of CIVILIAN dead in the Ukraine War is only 15,000.
