The former have technically violated our immigration laws, but are willing to work. The latter are not. Can we arrange a swap?

They're both huge burdens on the American taxpayer. Add to the list Foreign Beggars who receive $Tens Of Billions each year in "foreign aid" and we have the perfect trifecta pushing America into abject bankruptcy.
