Factories are not an overnight thing.
Depending upon the size, employees and etc several surveys have to be done.

And it's the usual.
Unemployment rate in the area?
Job skill level the factory will require.
(Human resources available)

Water resources
Land resources
Power resources
Transportation valuable?
Supply chain availability in that area? Can I get raw materials?

Now providing that all those questions come back with favorable answers...

Then it's time for engineers to site survey properties with those other questions in mind. (Don't want to build on top of a sink hole) And then industrial architects to plan out the building. Machinery might be needed and ordered. (Years out from delivery)

Then if the local state and County officials can cut a decent tax deal to get the new facility....the general contractor is chosen and they begin putting out contracts to bid on. Once those are awarded meetings are held with the contractors starting roughly a year before breaking ground. (Underground resources like water and sewage and power have to be planned carefully. )

Then once ground is broken.....Depending on the size of the facility....18-24 months later the factory opens up to produce whatever.

You mentioned guns. Steel fab both mild steel and cold rolled. Thats actually not a very complicated production and can fit a small plant in a "industrial park" warehouse looking building. A couple of lathes and CNC mills and viola....its making guns and employs a few dozen people.
Maybe a retail store somewhere in a shopping strip in a nearby big city. ALL done inside of 12 months.

But....that's not what we want.

We need power generation big time. Where the EPA has just been handcuffed and some mothballed coal plants are now allowed to be restored and burning...we don't need the juice yet.

We need silicone refineries for chips. (Not a small chemical plant)
We need Steel beams for factories meaning steel plants brought back or built.
Sheet steel, tube steel, and other A-10 steel. corrugated steel used for shipping containers.... we need that kind too for walls and roofs. Steel grates for flooring at Chem plants. Then the pipes.... (Paint, coatings, resins, lubricants, seals.

We have a LOT to do before any of it can happen.
