Hell a McDonalds cook can show up at a crime scene, take notes, tape off the area and go home.......Calling the cops bc you see a bunch of thugs standing on the corner, maybe selling drugs, with shots fired...will get you a 20 min delay response time....guns were still in action. However in white neighborhoods, calling a cop bc you see a guy with a hood on walking minding his own damned business, will get a cop there in 2 min flat.
