It is not just 'useless.' It is clearly unconstitutional as it is clearly targeting just people exercising first amendment rights in relation to government. The bill itself is immaterial. The simple fact that there is open support for it by a very likely contender for the top position in the party that supposedly backs limiting government power is the real issue here. It just exemplifies the core rot that is present in current political thought.
