This clearly shows the mentality of ICE agents. They answer to no one except their boss, not other law enforcement, not even the courts. They decided that this women wasn't going to get immediate emergency care and she didn't get it and she is dead.

They are a force unto themselves. They are free to kidnap anyone on the streets, citizens or non-citizens. They can hold them indefinitely without legal council. They are required to ask the detainee their citizenship. If the detainee can not convince an immigration officer that they are likely a citizen, they will deported. If detainee can not show proof of citizenship in an unspecified period time, the detainee will be deported.

If the detainee still claims US Citizenship, they will be deported without any citizenship to a country of ICE or the immigration service choosing. What that means is they can not go to a US embassy for help because they not citizens. Likewise they get help from the country they deported. They become what is know as stateless.

The bottom line is if you are ever picked up by ICE, even if you are a US citizens, you better do exactly as they say. If they want you to kiss their ass you better get on your knees and fast. They own you because as far as ICE is concerned you illegally in this country and you have no rights.
