While I can imagine that remittances make the US less wealthy, it is no different than some wealthy elite who decides to take an expensive vacation to some foreign country.
There is no legal means by which to justify a remittance tax.
People can do whatever they want with their profit, after they have paid the legal income taxes.

And focusing on remittances is backwards.
Remittances are good because we all benefit from the fact the majority of what they produce stays in the US.
Their wages are less than a third of what they actually produce, and they have to pay room and board out of that meager wage.
What is bad for the US is US customers buying products made overseas.
That does not benefit the US in any way, and just make the whole US more poor.

"Unethical" is a moral standard. Some agree, some (as in this thread) are all for increasing taxes on legal immigrants and citizens so they feel they can "stick it to illegals".

I use my own standards of illegals, legals, and citizens and Remittance Taxes (taxes on overseas monitary transfers) will hit everyone that transacts business oversea or has relatives overseas.
