I'm figuring that visiting a mental health professional for outpatient treatment, such as for drug abuse treatment like methadone, or PTSD, or if a snoop program red-flags them as a potential tranny mass shooter, would be cheaper than building new insane asylums and the legal battles to keep them in there.

Outpatient care is certainly an option and is already used. The real problem is that seriously mentally ill people often refuse to take the meds that actually make their mental illness manageable. Those people are a threat to themselves and society.
The Left and Libertarians seem to think that letting homeless schizophrenics freeze to death every winter is somehow humane.
