That would be their style, and just for the record they were offered FREE UNLIMITED low grade uranium for nuclear energy use that they FLATLY REJECTED. They also bragged about having enough ENRICHED URANIUM that could have been spun up to weapons grade quickly. That was why negotiations were ended.
