- International Law: International law, including the principle of non-refoulement, prohibits countries from deporting individuals to places where they would face persecution or harm. Deporting someone to a country where they have no ties and may face danger would violate these laws.
- Bilateral Agreements: Deportation usually requires agreements between the sending and receiving countries. The US would need to have an existing agreement with El Salvador to deport individuals there, and it's highly unlikely such an agreement exists for African

It is morally wrong to blame putin for what they did. THEY need to be held to account for their sins against their own people.
