The infusion of money into an economy through indirect spending from government , through general tax breaks to private sector , that is usually without infrastructure targets for economic growth , has been a policy of us republican party .
The difference between party public policy for with or without targeted infrastructure is interrelated with the availability and effective use of money when controlled by either government or private sector .
In general , free market capitalists are globalists and not nationalists , which is why tariffs are applied and which is why public policy for a planned economy through tax breaks to target infrastructure is a failure by republicans , when considering congressional responsibility to general welfare according to article 1 section 8 of us constitution .

The infusion of money into an economy through direct spending from government , through grants , contracts and tax breaks targeting infrastructure , has been a policy of us democratic party .That's called the 'trade turn' or the 'velocity' of money. However, a growing economy requires a growing money supply as well. If each 'trade', and resulting income, is taxed the money will quickly be diminished, thus an infusion of new money is needed.
