FEMA is primarily set up in minority population areas and staying away from white population centers.

That's the fuss.

Because of the demographics, LGBTQ is usually next door or blended in minority population areas. The nuclear family population centers are empty of FEMA aid stations. This is mountains so...suburban areas are on the side of a mountain or in a valley that is impossible to get into.

With most bridges and roads that follow rivers destroyed...suburban and rural areas are going to be without power or water for at least a month.
