This whole citizen vs. non-citizen voting stuff wouldn't be an issue if voting was a lot more selective to begin with. The first mistake was universal suffrage. The moment we let every citizen have a supposedly equal voice despite individuals varying dramatically in what they actually contribute to society, we incentivized the "bread and circuses" vote. Amnesty for illegals, counting illegals in Congressional reapportionment, and letting non-citizens vote are simply along the same trajectory.
