What happens when we tax the rich.

Since when? There is nothing whatsoever in the Constitution about providing the people with food, housing, healthcare or any other necessities of life. The Founders believed the people would do that for themselves if unhindered by dictatorial or oppressive government.

The city may or may not choose to provide low income housing, subsidized or whatever, but it is up to the people to decide whether that will be a priority.
City government is responsible for the orderly growth of housing. They make the plans, acquire the land, and set the rules for construction. Private companies bid for the opportunity to build on these lands. If cities wanted new developments for affordable housing, they can easily do it.

Back then land and lumber were pretty much free for the taking. Today someone owns all of it.

And in secondary education, divide the classes into teams, quizzing frequently. The team that gets the highest score gets Friday off, the losers have to come in on Saturday. Students from four grades older, with individual highest scores, will get paid to teach the remedial classes.

Instead of being treated like nerdy freak social rejects (on orders from above), the Prometheans will have the social clout of someone who hits a game-winning home run or saves the game with a great catch.

The people don't have much say about anything. We give that power away when we elect someone to do our thinking for us. :( I make great suggestions to our city leaders, but none are ever implemented. I'm actually surprised that I even get a reply. I recently made a suggestion to help with leaf collection. The city responded by informing me why they were so far behind but completely ignored my suggestion that would have helped them. I even told them that they could take the credit for my ideas.
