Look - let us consider a simple cyber security scenario. Withdrawing money from your account at an ATM.

Now, the bank is very interested in two things:

1. not being ripped off, and
2. having a faithful record of every transaction

For part 1, the bank uses "two factor authentication". They consider that to be sufficient to protect THEIR money. (Before you withdraw it). They want to make sure you're you, so they require you to have BOTH the physical card, and the PIN number. One without the other won't work.

This model can EASILY be extended to the vote. Switzerland has already been doing it for 20 years. They've never had ANY problems with election fraud, not even a hint, not even a suggestion. What they do is, they mail you a postcard with the PIN number on it. Then when you vote, they make you type in your SSN. So it's basically the same thing as the bank, the postcard requires physical possession like the debit card, and the SSN is something only you would know, much like the bank's PIN number.

This system can easily be extended with a third form of authentication to make it even more secure. The feds are requiring Real ID by the end of next year, and that could be used as a third factor, it has embedded bar codes so it can be scanned and etc.

And, point #2 is what happens on the back end, between the time the bank authenticates you, and the time when the ATM spits out your money. Which is the domain of the cyber security experts.
