I don't know what it is there. Here in the USA it can be a multi-passenger horse drawn vehicle or a carriage for a human baby or a cart you put groceries in at the grocery store. No human designations for it.

Oh as a verb it can be lots of insects crawling or flying around or glitches in electronic equipment.
