Are the reports on convicted crimes?

If so is it accounting for all the illegals committing crimes and not being arrested? What about all the random crimes like blacks walking around beating up others and walking off? Or the blacks and illegals that get arrested and released an hour later? For the sake of diversity and inclusion in New York a whole hell of lot of people are never charged.

I've known this for a while, but I'm glad you brought it up. Crime is horrible in Hillbilly Land and so is the substance abuse.
