What are "expanded background checks" ?

Seriously. From what I can tell, it makes it necessary to fill out the yellow paper when I buy a gun at a gun show, which I have had to do every time I bought a gun at one anyway, and if you buy a gun in a private sale NOT between Family members you also have to do the yellow paper. Anything else ? If not, is that really so bad ? The other parts of the bill failed. Its wonderful to see Feinstein so sad.
