The problem has always been that we allowed Congress, who created the wasteful spending in the first place, to decide what is wasteful spending and should be cut. In a result that surprised no one with a functioning brain cell, Congress couldn't find anything to cut.

Also Trump doesn't have a great deal of time to get this done. Slowing the process down would be tantamount to paralyzing it until the special employee agreement clocks out in July. And yes you're correct left up to the Democrats not only would nothing be cut things would be added.
