Correct, Trump made it clear Elon is the leader, and Elon made it clear by being the voice and face of DOGE.
So who is the lead officer, then? When do they go through the legal appointment process?

How so? Congress is free to look at whatever Musk is. The idea that the Executive branch isn't allowed to audit the agencies the Congress has created and placed under the purview of the Executive branch, in order to abdicate its power to the Executive because they are too fucking lazy to actually do their job is ridiculous on its face. But like I said Congress is free to look at everything Musk is looking at. Unless posting what he's finding on Twitter isn't transparent enough.....
Congress has given over a bunch of power to the Executive over the course of decades because it's expedient and so long as the President "dictator lite" does what they want they are good with it. Now the powers that be are mad that someone is using that power to point out a bunch of the bullshit spending and corruption the Congress (and the executive) have been participating in.
