a doctor must be licensed to practice medicine. Unless the State he is licensed in has an agreement with the state the patient is in it is illegal. Pretty simple concept.

The doc is issuing a prescription. Another service is mailing the prescription so its actually in the state of NY. If the pill did not require a prescription in NY they could skip the doc completely.

Why do you think one state going after citizens in another state is a good idea. Think about the permutations of what Cali and NY could do in that scenario?

Cali already does that in the case where they set requirements for pork sold in their State, but raised elsewhere.
