West Point of medicine

I've often wondered why we have government academies on the science of killing people and not one on the science of healing people? I propose we have an academy of medicine. Doctors, nurses and other trained at government expense to practice medicine. The graduates would have to spend a number of years working in designated institutions as repayment for their education. How long are West Point grads indebted to the army. Maybe we have one now and I'm unaware?
