The ACA simply scales premiums to incomes. How well it does that depends on Congress. The bending of the health care cost curve makes it much easier to do it well, so there's no reason not to.

Most of the time, this is referencing slowing down the rate of increase. Like that's a win? It was unfaffordable for many to begin with. When do we see real savings.
