I doubt it, I'm leaning towards giving Netanyahu the benefit of doubt for disregarding warnings. To hopefully better understand the situation at the time I sought out the Israel media. I did see an article about their administration being warned of unrest (by their military I believe) due to Netanyahu's plan to have their legislature take more of a lead over civil rights in place of their judicial branch. I also read an article about the warnings of those patrolling the border seeing training occurrences but were dismissed as unlikely by those above.

But I have no reason to trust Israel's media any more than ours. So I went with 'Uncertain'.
