I suspect that it's just the dems in the Virginia Senate flexing with what little power that they have left.

He laid that out clearly when it was proposed and also the dem stumbling block that it faced in the dem controlled Virginia senate.

Youngkin is not a "knee-jerk" type of GOPer like say Trump is, he's a lot more calculating.

I suspect that he will wait till the Summer spike in gas prices in a couple of weeks then use that opportunity to remind Virginians of how the dem controlled Virginia senate fucked them.....It's also good fodder to bring-up in the next State of the State speech to beat the dems over the head with.
