Wrong. The state department exists to insulate the president from his diplomatic mistakes and preventing him from doing anything illegal in the terribly complex sphere of international law. The PRESIDENT sets the agenda and they are required, by law, to follow his orders. They are NOT the policy setters. Vindham disobeyed orders and undermined the presidents orders because he disagreed. That is not his place and is tantamount to treason by a military officer.
