This was the most interesting snippet to me:

With UMBRAGE and related projects the CIA cannot only increase its total number of attack types but also misdirect attribution by leaving behind the "fingerprints" of the groups that the attack techniques were stolen from.
Sounds cool, but they can't "fake" the information being sent back to certain locations from the malware. So the idea of saying that the CIA could make it look like the DNC was hacked by Russia won't hold water. They have more evidence other than just a finger print. They watched the data transfer for months.
Yes they can and when you have a deeper understanding of computer language and code writing dude they can do things you can't even dream of.
They can make things look like someone did something and the person never did it.
The FB admitted to planting porn on people's computers which knowing that should raise eyebrows to some of the so called CHILD PORN people allegedly caught having child porn on their computers.
C'mon the Government isn't the perfect little role model that do no wrong or cause no harm.
They are worse than you want to believe or at least accept.
