Well, as of yesterday, this is now a non issue. Jackson pulled his nomination and isn't going to be VA head.
Bad thing for him? All the stuff that came out during his vetting. If you're in the military, and are referred for a special assignment (WH staff is definitely a special assignment), you are held to a higher standard. Not only do you have to pass a command, physical, and in some cases credit check screening, but if you are caught doing something to bring discredit on the service, you will be removed from said special assignment.
His getting drunk and wrecking a car qualifies as something that brings discredit on the service. Especially because of his high visibility position. Chances are really good that he may be sent back to a Naval hospital, or worse yet, put on a carrier.
I've seen people in recruiting that were sent back to the Fleet for much less.
