More likely, this is a propaganda piece designed to promote statehood for Puerto Rico, thereby adding two Democrats to the U.S. Senate and some additional number to the House. It would not surprise me if a Joint Resolution to do this was put forward (after the November elections). This has been done before to circumvent the Constitutional 2/3 Senate approval requirement for foreign treaties (e.g., Texas statehood).
