#1. Stopping travel early. Yes and no. February he stopped people coming/go to US in the west coast ONLY to non citizens. But allowed 40,000 US citizens to travel in and out. Travel ban east coast by mid March. Too late.

#2. Operation Wrap Speed was issued May 21, 2020 but that is about the vaccines that’s has nothing to do about his behavior and attitude.

No one expects a president to prevent a crisis, but how they manage them is definitely fair game. Trump has not only managed these crises badly, but he's shown a real lack of empathy by those effected by them.
