Did Bush knowingly lie? I don't think so. But it's obvious from the evidence that Cheney and the CIA knew the premise that SH was behind 9-11 was a lie. But even with Cheney, I'm not sure if he consciously knew it was a lie (that's hindsight). I know he wanted SH to be responsible for it (but that's a whole other psychological issue), I don't know if he wanted it so bad that he was willing to believe what any 'normal' person would under couldn't be true.
