Why import more oil that we can't process?

Increased domestic production means reduced oil imports. It also means jobs, economic activity, increased GDP, additional revenues to treasuries, and an improved trade deficit.

It's one of the very few robust sectors of our economy today.

Yeah. That was a while back, but as I recall the permitting process, expense, and compliance hurdles were a bit much to justify the expenditure and risk. Plus I imagine there were reams of lawsuits with which to contend.
