My guess is that they normally don't get in trouble. Government routinely sends troops to foreign land to kill foreign people. If American troops can kill foreigners in one country without legal consequences, then they should be able to kill Mexican drug lords without legal consequences.

What you suggest is criminal murder.
Using Guantanamo Bay for a prison is totally illegal under US law.
That is no way to make drug use illegal in a republic.
The only source of legal authority is the defense of individual rights, and if individuals want to do drugs, that is their right.
