Wealth redistribution has done absolutely nothing to the birth rates despite it being tried across the planet.

This is a near insurmountable lift then. Limiting access to birth control is no answer for sure. Telling women not to work is not the answer. Eliminating fraud is good but it's less than a pin prick. The trend isn't changing anytime soon.

And people have grown in number since the species arrived....literally thousands of years now.

How much abuse is required to make a mammal stop reproducing?

How much care/training is needed to make it start reproducing again?
