It is a fair question, to which there may be no real answer.
Bill, S. 2265, before congress for unanimous consent will require the palestinians to comply with certain demands or loose funds, more than $100 million, needed to keep functioning.
I think it should be a month by month basis not year by year. This should have been done years ago.

Why are we giving money to terrorist in the first place?

All aid to the Palestinians (West Bank and Gaza Strip), had a subliminal intent of humanitarian assistance and the imprinting of a favorable impression of America. While there have been many anecdotal outcomes that could be characterized as favorable, in the final analysis, neither the expectations of the Palestinian or the US have been met.
The Palestinians come in two flavors:
- The non-Violent Arab Palestinian (nVAP).
- The Hostile Arab Palestinian (HoAP).
Not all Palestinians are terrorists. Yet most Palestinians support and contribute to HoAP that threaten US Interests, in one way or another.
U.S. Foreign Aid to the Palestinians said:
Successive Administrations have requested aid for the Palestinians in apparent support of at least three major U.S. policy priorities of interest to Congress:
• Preventing terrorism against Israel from Hamas and other militant organizations.
• Fostering stability, prosperity, and self-governance in the West Bank that inclines Palestinians toward peaceful coexistence with Israel and a “two-state solution.”
• Meeting humanitarian needs.

Most US Foreign Aid to Palestinians has not been successful. It has been used as a bribe (political incentive)
to encourage Palestinians to seek peaceful solutions. With the exception of the Clinton Administration, the US has not demonstrated the knowledge, skills and abilities either in leadership or diplomacy to achieve expectations.
