They gave her an administrative discharge, not a dishonorable one (according to the article) probably to avoid a big press problem.

she also worked the years she was in her position so she did not take anything that was not due...

There are a range, but an administrative discharge is actually in the class known as Honorable.
Convenience of the Government is a type of honorable discharge given when the Government is unable to fulfill their end of a contract.
My understanding is that "Other than Honorable" is generally reserved for chronic minor troublemakers while Dishonorable means you probably spent time in Leavenworth or similar.

It sounds like she got a "General Discharge" or a "Bad Conduct Discharge" (BCD)

Neither are Dishonerables but both will limit your benefits.

If you were a soldier and were scheduled to deploy and the arrangements you made for child care fell through just before you were to deploy. Are you saying that not having your child placed in foster care would not be enough, in and of itself, to make you refuse deployment?
