I dont believe in career limitations for people unless very specific crimes are commited though thid id very distasteful. As a victim in Canada of the dishonest, corrupt Police apparatus I know how such blacklisting works, it is often based on police abuses and bad apples protecting their own bad apples and violators, not for the protection of anyone. It creates fake bad guys and enemies. However, he should be fined for littering or mischief. Perhaps someone should educate him rather than punishing him.
