The federal government has been actively involved in public housing and finance since the New Deal of the liberal Democrats, who created Social Security, and later on created MediCare.
No Constitutional Amendments have been apparently required to do all of that. Even now, there is Great National Health Insurance.
The federal government is empowered to create public housing in Article I, Section 8. That section probably explains all the highways. "Pavement" and "ashphalt," even, however: Are not specified in the Constitution. Most things government procures and spends on: Are not specified in the Constitution.
But no Amendments have been required to support the concept of Public Housing, going on almost 100 years.
This would seem to be a reply to a bogus post, from someone who displays military insignia: The emblems which actually get Americans killed, and now in the recent "Surge" in Afghanistan, are creating new Taliban daily!
Such persons of the display are already shown to be the intenders of killings of Americans, directly and in that manner of increasing anti-American hostilities world-wide.
