State department is not going to stop sending the aid they're just not going to do it through the mafioso USAID construct that has been ripping off the American taxpayer for the past 40 years.
Now there will be State department Representatives on the ground to make sure both the money and the solid goods being delivered are actually getting where they're supposed to get.
This is where they're going to run into problems.
A lot of these little banana republics are not going to allow State department inspectors in those areas for obvious reasons.

Additionally even if we witness families and needy people taking distributed goods with them and heading home there's no guarantee they won't be ambushed by the military and robbed before they get where they're going.

This is one of those things you can't really fix with charity.
