Israel contests that it is an illegal occupying power, yet there are several factors that the UN regards as material proof of occupation including forced annexation, denial of Palestinian right to self determination, denial of freedom of movement, military checkpoints etc.
There are many UN resolutions that condemn the occupation as a violation of the UN charter.
Israel would by now have been forced to withdraw but has been aided and abetted by the United States which as a permanent member of the security council has the right to veto any such resolution and has done so many times.
Until a resolution is passed that can apply sanctions to Israel for defying the UN, Israel will no doubt continue to procrastinate and do as it please, failing that I see war as the inevitable outcome to Israel's intransigence and brutality, because the Palestinians - inline with the UN - do regard Israel as an occupying force and therefore - as entitled to under international law - has a right to use force to resist the occupation.
