Most of the crimes are done by gang members, according to the FBI.

And gangs, even in Spokane, are primarily minority. They bring in more white boys where there are more, but what happens is the gangs infilterate and then the minority members come in from the cities. And that is EXACTLY what is happening on the reservations.

They infilterate, they have kids, they bring in their friends...and they hide out on the reservations. Limited cops, wide open spaces, and they're extremely hard to find.
